This was one of the key driving forces for a project that Lithe consulted on recently.

Lithe Consulting recently undertook a transformative project for a Ministry of Education of an emerging country North Africa, driven by concerns about the effectiveness of the public school system.

With alarming statistics showing that only a third of students were graduating with proficiency in the core curriculum, The Ministry aimed to redefine its vision and improve the quality of education.

A comprehensive strategy overhaul was needed and Lithe consultants were tasked with implementing a strategic roadmap for impact, that focused on the key areas of transformation.

How Lithe Worked on Creating Transformational Results

The project required a mix of languages and adaptation to cultural sensitivities that the Lithe consultants fully took on board.

Adoption of Objectives and Key Results (OKRs)

Lithe consultants worked closely with the ministry officials to implement OKRs, a strategic framework to drive progress and measure outcomes. A significant training session was conducted for approximately 80 high-ranking ministry officials, emphasising the importance of OKRs and their practical application. The training was interactive and involved quizzes, breakout rooms, and discussions to encourage participation and understanding.

Additionally, a "train the trainer" session was organised to equip a core group of individuals with the skills to facilitate the process of defining objectives and metrics within their respective teams.

Addressing Resistance and Cultural Change

Resistance to change is a common challenge when implementing new methodologies. In this case, some high-level officials were initially hesitant to adopt the OKRs framework and were comfortable with the status quo; this stemmed from a fear of increased workload or the need to adapt to a new way of working.

However, after the training and initial progress, most individuals became enthusiastic and motivated to embrace the change. Addressing individual concerns and providing ongoing support and direction was crucial to overcoming resistance and facilitating cultural change.

Mitigating Misconduct and Encouraging Transparency

One of the underlying motivations for implementing OKRs was to ensure that as a government organisation, there was no room for misconduct within the education system. By linking metrics to financial allocation, the Ministry aimed to create transparency and accountability, enabling them to identify any discrepancies and investigate any misuse of resources.

The OKR framework served as an anti-corruption measure, ensuring the proper distribution and utilisation of resources that were allocated to aid the outcomes of the roadmap.

Balancing Deadlines and Quality

The project faced a fixed deadline due to an upcoming retreat where the Ministry intended to present the OKRs. The tight schedule posed challenges in terms of ensuring comprehensive implementation and allowing sufficient time for training, discussion, and refinement of objectives.

To avoid this pressure in future, the consultants advised a key learning was to avoid rushing the transformation process and allocating ample time to instil the desired mindset, enhance quality, and obtain better results.

Sustaining Change through Continued Support

To ensure the sustainability of the implemented OKR framework, it was recommended to maintain representatives of the OKR framework within the organisation and conduct regular follow-up sessions.

These follow-ups would help address any emerging challenges, offer guidance, and reinforce the importance of ongoing implementation and supervision.

By fully adopting the OKR framework and addressing bureaucratic resistance, the Ministry aimed to improve education quality, combat the misallocation of resources and create a culture of transparency and accountability.

While the project faced initial challenges and time constraints, key learnings emphasised the need for adequate time, ongoing support, and alignment among high-level stakeholders. But through the right coaching and expertise, all key stakeholders were able to align themselves to the ultimate outcome: the continued improvement of the education system.
